What skills somebody should have to indulge in this type of learning. Frugaltheme.com says you can do a lot of changes to the basic theme. I am not sure but I think most of those changes are about layout and appearance related features. I believe if some one learn all the tricks of trade of WP theme modification and layout and appearance changes that would be the way to go. It may be a little difficult at the beginning as you said because of learning curve but that may be the ideal and cheapest route in the long run. That is why I am willing to spend some money to learn these tricks of the trade. Right now I am looking for a WP theme/design where I can change the layout and add every page with a different layout. I've been a devotee of building sites from scratch by hand around a template but I realise now that for many circumstances that's an obselete attitude.
