Artisteer is a software tool that allows you create your own customized WordPress, Joomla, Dupal & HTML templates with point and click ease.  The software comes in a trial version so you can test it out yourself.  You can get it here:

Rather than go into details of what Artisteer can do, I created a short video showing Artisteer in action.  I manage to create a WordPress template, upload it activate it in around 4 minutes.   Artisteer actually would allow me to do this much quicker, however, time really isn’t an issue, so spend a little more time when you create yours so that you can customize your WordPress template exactly as you want it.
